My opinion has always been that online publishing is wonderful for people who are going to self-publish anyway. But as for on-line journals, I have a different opinion. As you say, there's so much poorly chosen work online, that it's hardly worth waded through the slop for the pearl. But the site you cite is certainly one of the better one's I've seen.

If nothing else, I think it's time to have an online rating system for all of the online journals. Than we could more easily pick and choose. I suspect a few will eventually rise above and gain the status and prestige of paper published journals, but nothing has surfaced yet to my knowledge. SO meanwhile, I'd say stick with the established traditional journals--the ones that literary agents and editors REALLY DO scour to find new talent.
